The Youth Welfare Office Parents' Advisory Board - abbreviated to JAEB - represents the interests of all parents of children who are cared for in daycare centres in Bocholt. A parents' council is elected in every daycare centre by 10 October each year. A delegate and a deputy for the JAEB are elected from this parents' council for each daycare centre. The election of the parents' representatives for daycare centres also takes place during this period. The Youth Welfare Office Parents' Council is elected by 10 November of each year at the meeting of the parents' councils.

At its constituent meeting, the JAEB in turn elects a delegate and a deputy for the NRW State Parents' Advisory Council. At the general assembly of the JAEB NRW, they elect the NRW state parents' council from their ranks. There is also an association of delegated parent representatives from the federal states at national level, the Federal Parents' Representation for Children in Daycare Centres and Childminders (BEVKi for short). This was created on its own initiative in 2014. Since June 2021, it has been explicitly named in Section 83 of the German Child and Youth Welfare Act (SGB VIII).

The JAEB is not a parents' initiative, but an independent statutory body. The Youth Welfare Office Parents' Advisory Council works independently and on a voluntary basis. The Youth Welfare Office Parents' Advisory Council is legally legitimised in § 11 KiBiz (North Rhine-Westphalia Child Education Act). According to this, the Youth Welfare Office must give the JAEB the opportunity to participate in key issues relating to child daycare. As the JAEB is an advisory member of the youth welfare committee (JHA) in the youth welfare office district, the interests of the parents are also represented politically.
